The guidance documents are intended to provide technical guidance and help with interpretation and understanding of the Procurement Act 2023.

The guidance documents should be read in conjunction with the Procurement Act 2023 and its associated regulations and are aimed at procurement practitioners and commercial policy leads in contracting authorities. They are intended to provide technical guidance and help with interpretation and understanding of the Procurement Act 2023.

The planned procurement notice is an optional notice under the Procurement Act 2023 (Act) which is published at the pre-procurement stage. The planned procurement notice is similar to a pipeline notice in that it provides advance notice of an upcoming procurement. It goes further than a pipeline notice and is designed to give as much advance information to the market as possible to enable potentially interested suppliers to determine if the upcoming procurement is something that they wish to bid for, and to provide maximum time for preparation.

It is the only type of notice that, when used correctly, can provide a reduction in the minimum time periods between submission of the tender notice and the deadline for submission of tenders in competitive tendering procedures.
