Publication otherwise than on the UK e-notification service

Overview

This regulation provides rules on how a contracting authority may publish procurement notices to locations other than the UK e-notification service (provided by Find a Tender).

In addition to publishing procurement notices on the UK e-notification service (regulation 51 PCR 2015), contracting authorities may publish the information contained in them on the internet on a buyer profile.

A buyer profile may include:

  • information relating to ongoing invitations to tender, scheduled purchases, contracts concluded, procedures cancelled, and
  • general information, such as a contact point, a telephone and a fax number, a postal address and an e-mail address.

Contracting authorities are required to publish procurement notices on the UK e-notification service before they can be published to any other location (except where the contracting authority does not receive a publication confirmation within 48 hours of the notice being submitted).

Objective at this commercial stage

Subject to limited exceptions, where a contracting authority intends to publish a Dynamic Purchasing notice under regulation 34 PCR 2015, a contract notice under regulation 49 PCR 2015, a notice under regulation 75 PCR 2015, and a design contest notice under regulation 79 PCR 2015, these notices must first be published on Find a Tender before they can be published to any other location.

Key considerations at this commercial stage

Contracting authorities:

  • may include on a buyer profile information relating to ongoing invitations to tender, scheduled purchases, contracts concluded, procedures cancelled; and useful general information, such as a contact point, a telephone and a fax number, a postal address and an e-mail address
  • may not, subject to limited exceptions, publish procurement notices on a buyer profile or any other location, unless such notices have been published on Find a Tender.
