Reduction of the number of tenders and solutions

Overview

This regulation sets out the rules on how contracting authorities may reduce the number of tenders to be negotiated as part of a competitive procedure with negotiation or the number of tenders to be discussed as part of a competitive dialogue procedure.

Consideration should be given to the award criteria that will be used to reduce the number of tenders to be negotiated or discussed for the purposes of the competitive procedure with negotiation and competitive dialogue procedure.

Key considerations at this commercial stage

Contracting authorities should:

  • where applicable, consider the award criteria that will be used to reduce the number of tenders to be negotiated or discussed during a competitive procedure with negotiation or competitive dialogue procedure
  • ensure that the number of tenders remaining in the final stage of the procurement process makes for genuine competition in so far as there are enough tenders, solutions or qualified candidates.
