The plan for public procurement of food and catering

Overview

This PPN applies to all central government departments, their executive agencies and non-departmental public bodies (collectively referred to as 'in-scope organisations'). Other contracting authorities (e.g. local government and the wider public sector) are strongly recommended to apply the measures set out in this PPN (i.e. PPN 10/14).

The PPN outlines the approach in-scope organisations should take when buying food and catering services, including: committing to food procurement that is compliant with the Government Buying Standard for Food and Catering (GBSF), and; proactive contract management by working with suppliers to ensure responsible sourcing which is compliant with the requirements of the Government Buying Standard.

Procurement information and opportunities for food and catering services should be published on Contracts Finder; subject to relevant contract value limits and thresholds (calculated inclusive of VAT; which took effect from 1 January 2022).

In-scope organisations should:

  • ensure that procurement information and opportunities are published on Contracts Finder; subject to relevant contract value limits and thresholds
  • ensure that procurement documents reflect relevant and appropriate food and catering requirements, with reference to the relevant sections of the GBSF included or referenced in the specification.
