PPN 10/14 (PCR 2015)
The plan for public procurement of food and catering
In: Manage > Manage and monitor
Overview
This PPN applies to all central government departments, their executive agencies and non-departmental public bodies (collectively referred to as 'in-scope organisations'). Other contracting authorities (e.g. local government and the wider public sector) are strongly recommended to apply the measures set out in this PPN (i.e. PPN 10/14).
The PPN outlines the approach in-scope organisations should take when buying food and catering services, including: committing to food procurement that is compliant with the Government Buying Standard for Food and Catering (GBSF), and; proactive contract management by working with suppliers to ensure responsible sourcing which is compliant with the requirements of the Government Buying Standard.
Objective at this commercial stage
Contracts should be managed proactively to ensure that the supplier is sourcing responsibly.
Key considerations at this commercial stage
In-scope organisations should:
- proactively manage their contracts to ensure that food sourcing is being undertaken responsibly by the supplier.
Legal framework
The PPN should be read alongside the relevant parts of the legal framework, including but not limited to, the following provisions of the Public Contracts Regulations 2015 (which may be particularly relevant to the consideration of this PPN):
- Regulation 18: Principles of procurement
- Regulation 58: Selection criteria
- Regulation 67: Contract award criteria
