Reduction of the number of otherwise qualified candidates to be invited to participate

Overview

This regulation sets out the rules for contracting authorities on how many suppliers must be invited to tender in restricted procedures, competitive procedures with negotiation, competitive dialogue procedures and innovation partnerships and the methodology for determining this.

Objective at this commercial stage

The contract notice must indicate the objective and non-discriminatory criteria or rules that the contracting authority intends to apply, the minimum number of suppliers that the contracting authority intends to invite and, where applicable, the maximum number.

Key considerations at this commercial stage

Contracting authorities must:

  • indicate, in the contract notice, the objective and non-discriminatory criteria or rules they intend to apply during the selection stage, the minimum number of suppliers they intend to invite to participate in the procurement and, where applicable, the maximum number.
