Overview
This regulation sets out the rules for contracting authorities on how many suppliers must be invited to tender in restricted procedures, competitive procedures with negotiation, competitive dialogue procedures and innovation partnerships and the methodology for determining this.

The number of suppliers invited to participate in the procurement procedure must be sufficient to ensure genuine competition.

Contracting authorities should:
- consider how the design of procurement, including the minimum number of suppliers to be invited to tender, can promote healthy markets over the short, medium and long term.
